6. (SBU) Van der Hoeven expressed concern over the U.S.
approach to climate change, and said she was "amazed" the
USG would not enter into Kyoto or a Kyoto-like arrangement
on emissions. Ambassador Arnall responded that many
countries were not adhering to Kyoto requirements, and that
any agreement should include all large emitters, including
China and India. Van der Hoeven agreed climate change was
a global problem and suggested that the U.S. and Dutch
