REASONS 1.4 (B) AND (D). 1. (S) The Turkish Embassy in Brussels presented Embassy a package March 23 containing two DVD´s of recordings of various broadcasts of ROJ TV, as well as their texts translated in English. The recordings cover the period from August 29 through October 11, 2005, and January 3 through February 9, 2006, and are characterized by the Turkish Embassy as having "elements of incitement to violence and hatred" and showing "the close link between ROJ TV and (the) PKK." The Turks also have passed the package to the Belgian MFA, with the hope that Belgian authorities will reopen investigations into PKK media outlets in Belgium, with a view toward closing such outlets, particularly two studios -- ROJ-TV and BRD Corporation Media Production Company -- located in Danderleew, Belgium. 2. (S) Post has worked to coordinate approaches to the Belgians on the PKK with the Turkish embassy, in response to Department directives. The Turks are responding by attempting to provide more information to the Belgians and keeping Embassy informed. We will follow up to ensure that this material is filtering to the security services. 3. (SBU) Post has forwarded the package via confidential pouch to EUR/UBI desk for appropriate dissemination.
